Itera has developed a reporting solution that aims to make it easier to assess which measures are most effective in helping more immigrant women enter the workforce or education.
About IMDi
The Norwegian Directorate of Integration and Diversity (IMDi) is responsible for implementing the government's integration policy and is under the Ministry of Labour and Social Inclusion. IMDi's vision is to ensure "equal opportunities, rights, and responsibilities in a diverse society." As part of this, IMDi aims to facilitate the participation of more immigrants in work and society.
This is "Jobbsjansen"
Jobbsjansen is a grant scheme managed by IMDi. The main objective of Jobbsjansen is to increase employment among immigrant women who are currently outside the labour market and require qualifications to enter employment or regular education. The goal of Jobbsjansen is for 70% of participants to transition into work or education at the upper secondary school level or a university/college after completing the program.
How Jobbsjansen works
- All municipalities can apply to IMDi for grants for projects that aim to qualify immigrant women for employment or education. The municipalities are responsible for applying and implementing the approved projects. The projects within the municipalities are organized in various units, such as the Norwegian Labour and Welfare Administration (NAV), adult education centres, and refugee offices. Examples of projects include Qualification for Child and Youth Worker, Urban Agriculture for Employment Inclusion, or Qualification Path in Social Entrepreneurship.
- IMDi's department receives the applications, evaluates them based on the objectives of the grant scheme, and approves grants for qualifying projects.
- The municipalities recruit and qualify suitable participants for the projects based on relevant criteria such as motivation, expectations, work experience, and Norwegian language skills. The municipalities provide reports on results, finances, and personal information of the participants. IMDi uses the participant information for various analyses and for further development of the grant scheme.

From manual and annual to digital and ongoing
In addition to data collection at the start of the projects, the counsellors in the municipalities, who provide individual support to the participants throughout the project, continuously register information. Until now, the counsellors have done the ongoing data registration more or less manually through their own notes and then compiled a main report for IMDi once a year. Anyone can find it challenging to summarize a whole year, even with good notes and memory.
Itera's task was to develop a registration solution, in collaboration with IMDi, that the counsellors in the municipalities can use to register information digitally and continuously. The expectation was that this would contribute to easier and more secure reporting, higher data quality, and thus provide better knowledge of the effectiveness of the measures. The solution is connected to the population register and can also retrieve information from any Norwegian language training with test results from the Norwegian Agency for Lifelong Learning. The data provides valuable knowledge to IMDi and the ministry, and can easily be shared with other agencies. An example is Statistics Norway (SSB), which can link the data from Jobbsjansen projects with other datasets to conduct research on the results from a societal perspective.
Jobbsjansen is not just about employment. Participation in the workforce can also mean the development of a social network and, most importantly, acquiring skills that are essential for being part of the community, such as language proficiency, digital skills, and general knowledge of society. Therefore, through this commitment, Itera is involved in providing immigrant women and their children with increased opportunities to contribute to Norwegian society. It is about making a difference.
